EXCEL: Why does Excel import/export not work without INCA/CANoe/CANape plugin activated (even though I don't use INCA etc.)?

Until TPT16, it requires the INCA or CANape or CANoe plugin to be activated to import/export from/to Excel, even though no INCA or similar is used or licensed.
With TPT17 and later versions this problem is resolved.
